Once they turn brown then you can cut them. If the lower fronds are in the way you can cut the lower ones. Look at the palm as a clock and never cut branches higher then 9 to 3. Its going to take a few years to get any appreciable height. Of course, once it gets high enough to where you can't reach the fronds on a ladder then you have a whole new set of problems.
