Parts of Israel have been brought back from the desert. They have had to do some extreme work. Drip Irrigation, water conservation, etc.

It can. Sometimes people help, similar to what people do after things like mountain top removal mining. Without help, it takes about 25-50 years to grow an inch of “good” soil. So, it takes at least 500-1000 years.
