Blue Palo Verde Trees ~how To Revive & Care For It?

I started 1 about 3 wks before winter blew in & now it looks like it’s toast. There’s 1 lil green leaf but it’s color could b better. Any suggestions as to what I should give it? & how often I should water it? Thanks.
I live in Zone 9b in Arizona.
